How the EBT Card Works

The EBT card functions like a debit card and can be used at a wide range of approved locations, including grocery stores, farmers’ markets, and select restaurants that participate in the Restaurant Meals Program. This initiative specifically assists individuals who may have difficulty preparing meals for themselves, such as the elderly, homeless, or those with disabilities.

CalFresh benefits are generally issued within 30 days of application. However, for individuals who qualify for expedited assistance, benefits can be received within three days. The USDA approves retailers for CalFresh participation, ensuring that stores offer staple foods. CalFresh is accepted at supermarkets, farmers’ markets, some flea markets, restaurants, and online purchases through platforms like Amazon and Walmart.

Eligible and Ineligible Items

The EBT program covers a variety of food items, including seeds and plants that can be grown for food. However, certain items are excluded from eligibility, including alcohol, tobacco, pet food, and hot prepared meals (unless part of approved meal programs).

Additionally, EBT cards can be used for online grocery purchases through platforms like Amazon and Walmart, enhancing convenience with options for delivery or pickup at participating retailers.

Institutional Use and Future Automation

Institutions such as rehabilitation centers, shelters, and group living arrangements may apply to use EBT benefits on behalf of their residents, expanding access to those in communal living situations. The program is set to undergo automation in 2025 through the CalSAWS system, which aims to simplify access to restaurant meals for eligible households.

During transactions, eligibility is verified automatically, with ineligible clients receiving an error message if they attempt to purchase non-eligible items. Restaurants interested in joining the program must apply through the SNAP Retailer Service Center and install point-of-sale (POS) equipment that processes EBT transactions. It’s important to note that taxes cannot be applied to meals purchased with CalFresh benefits, although EBT cash purchases may be taxed.
