Charges Filed Against Port Clinton Woman for Organizing September Street Takeovers
A 23-year-old woman, Ashlyn Rogers, has been indicted for her alleged involvement in street takeovers that occurred on September 28 and 29, according to Cuyahoga County Prosecutor Michael O’Malley. A grand jury indicted Rogers for orchestrating and participating in seven different street takeovers across Cleveland.
Prosecutor O’Malley characterized Rogers as a key leader in planning and executing these events, stating, “Ashlyn will soon realize she should have stayed in Port Clinton that night. She will be held accountable.” The prosecutor’s office reports that Rogers used her Instagram accounts to provide instructions and new locations for participants.
In addition to Rogers, 20-year-old Tyrique Loury from Garfield Heights was also indicted for his role in the same seven street takeovers. Both Loury and another previously indicted individual, Jordan McDonald, were involved in a takeover near East 55th Street and Woodland Avenue around 11:10 p.m. on the night of the incidents. They later participated in another takeover near Lee Road and Miles Avenue, where video evidence shows individuals jumping on the hood of a Cleveland police car and banging on its windows.
The pair attended a total of five more takeovers at various locations, including East 105th Street and Martin Luther King Jr. Drive, East 93rd Street and Opportunity Corridor, and the Broadway Shopping Plaza. Rogers and her white 2020 Infinity Q50 were reportedly present at the takeover near West 25th Street and Lorain Avenue. Meanwhile, McDonald’s gray 2023 Dodge Charger was seen performing burnouts and donuts at all seven events.
Following the takeovers, McDonald allegedly discarded his vehicle’s license plate, modified his car, and deleted his social media accounts, as detailed in the prosecutor’s report.
The street takeovers caused significant disruptions, blocking intersections and preventing emergency vehicles, including two ambulances and a firetruck, from responding effectively. An RTA bus was also obstructed during the incidents. Additionally, one police officer was shot twice with an airsoft gun, and three men were struck by gunfire during the events.
Overall, multiple police agencies, including the Cleveland police, Cleveland Metropolitan Housing Authority police, and University Circle police, responded to the street takeovers that night.
Rogers was arrested on October 22 and faces charges of one count of aggravated riot, one count of disrupting public service, and one count of possession of criminal tools. Jordan McDonald was arrested on October 15, while Tyrique Loury was taken into custody on October 23. McDonald and Loury were indicted on multiple counts, including eight counts of aggravated riot, four counts of riot, three counts of failure to comply, and two counts of tampering with evidence.
