Rebate Details and Eligibility
Under the new anti-inflation rebate program, some families could qualify for up to $8,000. This funding comes as part of the Inflation Reduction Act signed by President Joe Biden, which enables states like Arizona to allocate funds for energy-efficient upgrades. Kevin Thompson, CEO of 9i Capital Group, highlighted the importance of this program for low-income households, particularly given Arizona’s extreme temperatures.
How Heat Pumps Work
To qualify for the rebate, homeowners must switch from traditional air conditioning to heat pumps. Heat pumps are more energy-efficient as they transfer heat rather than generate it. During warmer months, they move heat from indoors to the outside, and during colder months, they do the reverse, according to the U.S. Department of Energy.
Efficiency Arizona Program Launch
Arizona Governor Katie Hobbs recently announced the launch of Efficiency Arizona, a program designed to increase energy efficiency, promote clean energy, and address climate change. Hobbs emphasized the importance of keeping energy costs manageable, especially given the state’s scorching temperatures.
Income-Based Eligibility
The rebate is available to those with incomes below 80 percent of the area median income. Individuals earning between 80 and 150 percent of the median income are eligible for half of the rebate. Unfortunately, those making above 150 percent of the area median income are not eligible for this rebate.
Future Phases of the Program
The heat pump initiative is just the beginning of Arizona’s plan. Phase two will involve a statewide home retrofit program offering various energy-saving options. The final phase, set for the first quarter of 2025, will include a multifamily pilot program. Efficiency Arizona plans to roll out the new heat pumps this fall.

The switch to heat pumps aims to prevent residents from experiencing outages that leave them without air conditioning during the hot summer months and to reduce overall energy costs. According to Alex Beene, a professor at the University of Tennessee, this rebate is particularly beneficial for low-income taxpayers who struggle with the rising costs of home maintenance.
Program Duration and Expectations
The funds from the Inflation Reduction Act will be available to Arizona through 2031. The state anticipates that the program will impact approximately 23,000 households, resulting in an average annual energy cost reduction of nearly $763.
