SNAP Eligibility Requirements: State Variations
Though SNAP is a federal program, each state administers its own rules and eligibility standards, leading to variations in how benefits are distributed.
Typically, households must meet both gross and net income limits. For 2024-2025, the gross monthly income limit is 130% of the federal poverty level, while the net income limit is 100%, after deductions. Many states participate in the Broad-Based Categorical Eligibility (BBCE) program, which aligns SNAP limits with those of TANF (Temporary Assistance for Needy Families), resulting in higher eligibility thresholds for income and resources in BBCE states.
The resource limit for most households is $3,000, or $4,500 if there is an elderly or disabled household member. However, resources like homes or retirement accounts typically don’t count toward these limits.

Work Requirements for Able-Bodied Adults
Able-bodied adults without dependents (ABAWDs) must meet work requirements to remain eligible for SNAP benefits. However, states can request waivers for areas with high unemployment rates.
In 2023, the average SNAP benefit per person varied by state—$157 in Minnesota and $385 in Hawaii—reflecting differences in living costs and state policies.
SNAP Benefits and Online Grocery Shopping Since April 2019, SNAP recipients in all 50 states (except Guam and the Virgin Islands) can use their benefits for online grocery shopping. Major retailers like Amazon, Walmart, and ShopRite participate in the program, with options varying by state.
When shopping online, you can use your EBT card to purchase eligible food items. However, SNAP benefits cannot be used for delivery fees or other non-food charges. To find out if delivery is available in your area, check with participating retailers.
